When a new home's permit issues, the lot is graded and the yard is 60 to 90 days out. When a commercial permit issues there is a landscape plan attached to it and a general contractor who has not yet picked who installs it. Both are public record on the day they happen.
We pull every permit in the Upstate daily, keep the new homes and townhomes at $400,000 and up and every commercial new build, addition and site permit, and name the builder on each row. You see the yard before the homeowner does.

Straight answers
Does the file name the homeowner?
No. Individual homeowners are never named under South Carolina's Family Privacy Protection Act (S.C. Code 30-2-50). You get the builder or GC, the address, the value and the scope, which is what a landscape bid needs.
Why $400,000?
Below that, Upstate new homes are mostly tract product with builder-standard landscaping already contracted. Above it the yard is a line item someone still has to win. Change the floor any time by replying to your delivery email.
Do you cover commercial maintenance contracts?
The file shows construction permits, which is where new maintenance accounts come from. Existing properties changing hands are not in it.
